Best chinese food in Portland. I've been coming here for years and Chen is always kind and friendly.

Chen's has amazing Chinese food, best we've found in Portland so far. Only issue is we can never figure out what the hours are. I've gone 3 times during what Google says their hours are, and they've been closed. There isn't an hours open sign on the cart.

Has good Chinese food. It can be a bit oily but that isn’t always bad. Portions are relatively large especially when it comes to the chow mein. It’s hard to know when they will be open. Typically they seem to be open sometime after 1:30pm. I can usually count on them on a Sunday night. It is a cash only place so be prepared. Everything made from scratch so you will wait just a bit after ordering but that is a plus. Just plan for it.

They had just opened when I ordered food and the total wait time for it was about fourteen minutes. This isn't a bad thing - I like to know my food is cooked to order.
The woman at the front was very friendly, as was the man cooking the food.
The food itself was pretty good considering it was a food cart. Considerably better than most fast food, and great for the price point.
Overall, probably not something I'd go out of my way for, but not bad at all if you want a quick bite.
