This place will actually be worth going to once the smoking ban goes into effect. The owners, Troy and his wife, are good people and they are intent on making improvements.

A Place to Come Home to. The selection, quality and flavor of this quiet but friendly pub cannot be overstated. It is a profoundly underrated source of delicious, well-crafted English and American pub-style food, the preparation, presentation and taste of which are unexpected in such a small town. The talent behind the grill produces tremendously lucious burgers, succulent and searing hotwings and freshly-made, crispy fries. The atmosphere is warm and inviting, original but classic, and absolutely enveloping. Caught in a snowstorm, no warmer, cheerier or more satisfactory spot could be found. Open late and on Sundays, the darkly warm walls of "Happ's" are the only ones that invite nightowls and revelers after the conventional closing hour, and while the food is hearty, delicious and dripping with that rare homemade flavor, the patrons and bartenders create a relaxed environment--with or without food. On this point it should noted that the drinks made here are some of the best that could be hoped for in a town of less than 20,000. They are well-prepared, liberal in alcohol, but crafted and blended with precision and talent. The Gin and Tonic, Long Island Iced Tea, Whiskey Sour and Tom Collins are each of superior grade--an enormously unexpected surprise in such a small berg--and (as previously noted) deliciously blended with generous spirits and precision mixers. The beers, too, are well selected, and a "grabby" (32 ounces) of good-quality beer can be purchased for the generous price of $3.50. Overall the best bar to be found outside of a city of 20,000 with the atmosphere of an old, warm-bellied pub. An amazingly satisfactory establishment for its size, with a friendly patronage to match. A good place to come home to.
Hawaiin Night. My sisters and I visited last weekend and were welcomed at the door by friendly patrons. It was a busy night with SRO. We were able to get a couple seats at the bar and enjoyed our drinks while listening to the locals karaoke performances. We soon found ourselves singing Save a Horse Ride a Cowboy .We eventually grabbed a table and enjoyed an order of "cornballs". We're not sure what they are but the were very good. Their "mop'" burger is great. We will be visiting Berne again this summer and look forward to visiting Hap's again.

They have great food and awesome staff and a wonderful atmosphere all around.
