This place recently changed owner, and had a dramatic change for food style. Unfortunately the quality of food has gone down the hill. The chef special, sweet and sour fried fish, was not authentic at all. First of all it was not prepared with live fish. And the sauce was too sweet and greasy. The pork and bacon soup was too salty as well. I have to say I am quite disappointed.

We used to come here for dim sum on weekends when I visit Bellevue. Their food is OK as a Richmond (south of Vancouver) resident , but service is fast and good.
We went there today, I noticed they gave us used disposal chop sticks. I asked to have either plastic or brand new disposal chop sticks, then they brought plastic chop sticks for us.
Updates - We came back today to see if there is any improvement. We arrived at 1:30pm Saturday September 9th, only tables along window sides were mostly occupied. We got a nice table by window, but previous customer food dropped on the seat were not cleaned. Since it was not busy, there were only 2 dim sum carts running. I think people still can order if they don't see from their cart, but we did not bother. Food taste is ordinary like from central kitchen or factory. Tableware and tea pot were dirty which you can spot old stain and grease on it easily. Salt and pepper shakers are terrible with old tape around the top. Metal steamers are rusted, and aged grease stain can be seen inside-out.

Not what I expected. Not much variety. The taste was gross for some of the dishes. We got about 6 dishes for dim sum and it was $42. What a rip off. I can't believe I just paid $42 for so-so food...that really pisses me off because the prices aren't listed when you get the dim sum. Others have mentioned that you should check your bill, I would also recommend that. I think these people overcharge. Or just don't go there, I would choose the McDonald's down the street to this place.

I have no other dim sum to compare this to, but I was delighted with my experience! I came with some family who know dim sum well. We ordered a ton of food and our only ended up being about $60, or $15/person. They ran out of a few popular items, but I suppose that's what happens! I'm definitely going back again!

The Dim Sum Cart is very good. We love coming here for Dim Sum during lunch (12-2). Only complaint, the receipts do not say what you are eating and how much it costs, that's a bit strange.

We went in expecting average, American Chinese food and were a little at a loss when no one gave us a menu. Finally we realized we were supposed to take what we wanted from the carts going around! You have to be a little adventurous to pick things you might not be recognize, but absolutely everything we tried was amazingly delicious! Highly recommended for authentic Chinese food.

Reviews are a bit old so time to update. Food is still very good. I would rate 5 star for Seattle/Bellevue but I grew up in Vancouver BC and nothing in the world beats Chinese food there. Service was friendly (even though we held up a table for 20 mins waiting for the rest of our party during busy weekend dim sum) and yes, all the people we had spoke English.
The dining room is alright but could use an update but it all lends to the authentic Chinese food experience. For a big restaurant parking had never been a problem.
There will always be dissenting opinions but I'm reassured that the predominant Asain clientele speaks volumes. No issues with prices or billing. Just a good dining experience with friends.

I commend Noble Court for their commitment to refilling waters. Respect. The dim sum is tasty, but not in the same tier as say... Jade Garden or Harbor City. Certainly better than House of Hong however. The decor and structure itself are dated and a bit dingy, but it's been a beloved family/group dining for locals for ages. If you can't make it out to International District for dim sum, this is a fine substitute.
